The Town of New Castle is considering a law, the Reusable Bag Initiative, to encourage residents to bring their reusable bags when they shop. The proposed law would ban single-use plastic shopping bags at all stores and require the stores that provide 90 percentof the single-use bags to charge 10-cents for paper bags. Some bags would be permitted without charge, including meat and manufacture plastic bags, dry cleaning bags, prescription drug bags, newspaper bags, and greeting card bags.When a 10 cent fee is charged, the stores would retain the all charge, which would assist offset their costs for paper bags. More importantly, the 10 cent charge would remind residents that a bag may not be needed or a reusable bag would be a better selection.
